We are pleased to announce the launch of the Green Corridor Demonstration Project (GCDP), an innovative initiative dedicated to making Tajikistan’s road sector more sustainable, climate-resilient, and environmentally friendly. The project is financed by the Asian Development Bank (ADB) and implemented by the Ministry of Transport of the Republic of Tajikistan, with technical support from a joint venture between MetaMeta and Muhandisoni Rohnamo LLC.
Tajikistan’s extensive road network, managed primarily by the Ministry of Transport, is a lifeline for the country’s connectivity, economic development, and social well-being. However, the sector faces significant challenges, including aging infrastructure, limited access for remote communities, and increasing vulnerability to climate change impacts such as floods, landslides, and extreme weather. The GCDP is designed to address these challenges by integrating nature-based solutions and climate-adaptive practices into road planning, construction, and maintenance.
The project’s main objectives are to identify priority districts where green road solutions can have the greatest impact, strengthen government policies and approval procedures to enable the development of greener roads, and develop practical, locally relevant national guidelines for green road design. These guidelines will be created in close collaboration with the Ministry of Transport and other key stakeholders to ensure they are effective and widely adopted. Additionally, the project aims to mobilize international climate finance by preparing a robust concept note for a large-scale roadside tree planting initiative, paving the way for nature-based solutions to be scaled up throughout Tajikistan’s road sector.
Collaboration and stakeholder engagement are central to the GCDP. The project brings together the Ministry of Transport, the Forestry Agency, local authorities, and other partners at both national and district levels. It features structured engagement through national and district-level reference groups, participatory workshops, and ongoing consultations to ensure solutions are practical, inclusive, and sustainable.

- Green Roads Tool Kit: The Green Roads Toolkit is an essential collection of good practices intended to inform the development and management of sustainable and eco-friendly roads. It serves as a comprehensive compendium of green roads measures for guiding the planning, development, construction, and management of roads. The toolkit sets out interventions and good practices under nine dimensions including decarbonization, climate resilience, water and land management, pollution reduction, improving quality of life, conserving biodiversity, disaster preparedness, responsible sourcing of materials, and fostering inclusive growth.
- Green Roads Toolkit booklet: The Green Roads Toolkit booklet introduces nine key themes and practical good practices to guide road sector professionals in creating more sustainable, climate-resilient, and socially beneficial road projects.
- Maturity Assessment for the Enabling Environment of Green Roads (English version) | Maturity Assessment for the Enabling Environment of Green Roads (Russian version): This assessment covers twelve critical enabling factors—including improved design standards, sustainable procurement, policy development, environmental standards, regulatory frameworks, planning systems, capacity building and awareness, financial mechanisms, green road roadmaps, supply systems, application of new technologies, and collaborative partnerships—that together create the foundation for mainstreaming green road practices.
- Piloting the Green Roads Toolkit in Dangara-Guleston in Tajikistan: This report explores how the Dangara–Gulestan road can be developed as a Green Road. Using the Green Roads Toolkit, it highlights practical improvements and policy measures to make the project more sustainable, climate-resilient, and beneficial for people and nature.
- Green Roads Series – Pursuing Green Road Opportunities in Tajikistan: This webinar, held last 13 March 2025, discussed the ADB-financed Green Corridor Demonstration Project in southern Tajikistan, which was the first pilot trial of ADB’s Green Roads Toolkit. The speakers discussed the lessons learned from using the toolkit and the opportunities that have arisen from its application.
